Storm Drain blocked in road, Culvert drain blocked in similar location

Sent to Northamptonshire Highways less than a minute later. FixMyStreet ref: 3716527.
The storm drain being lifted by the flood water doe not drain from the manhole as there is a blockage in the road adjacent to the manhole. The culvert drain running through the top edge of Appletree Cottage between the flooded area in the photo and the pavement outside does not discharge as it most likely connects to the other blockage from the manhole. The two drains need to be identified, and the blockage / damage corrected by digging up the road to reinstate the failing chamber. I have CCTV footage from Anglian Water of the chamber showing loose brick / stonework etc. I can provide more details if required.
