Three large refuse bins left permanently on pavement outside care home.

Three large refuse bins are left permanently on the pavement blocking it. The refuse bins are used by the care home at 94-96 Woodstock Road Oxford OX2 7NA. The bins have remained in the same position for at least the last two years, possibly three, to my knowledge. I live diagonally opposite at 159 Woodstock Road. I have made allowances in the past because the refuse bins are used by a care home. The house opposite at 163 Woodstock Road which is used by an American College, however, has now started the same practice and so it needs to be stamped out.
