Skip in a residence parking bay

A skip appeared yesterday 25.7.22 in our residence only parking street without the appropriate safety lighting and cones. Also, the skip doesn’t belong to any residents that pay for the privilege of the parking scheme. As a resident who pays for my permits and the appropriate scratch cards for my visitors I think this is unfair. I have contacted the local council who have told me that you don’t need a permit for a skip on the highways is this correct?
