Basement Level Charter Car Park.Heavy duty graffiti vandalism

The whole basement level of the Charter Car Park is in a state of heavy graffitied vandalism. One of the few remaining floors open. This can be readily seen by passers by through the bars. Also around the front serves as cover for loitering gangs of deliquents for loudly yelling & calling out slurs and or verbal abuse at passers by in a threatening and insulting manner. Undoubtedly it is such responsible for all this graffiti. Whatever voices they are listening to,whatever puppet master they are in the thrall of,its an evil one.
