Flytipping outside empty property, fire hazard

Work began on renovating 79 Donald Street in May 2020. The renovation has been stop start and there has been issues with the builders. No work has taken place for months. Rubbish is now being dumped on the front of the property. There are concerns that there could be a fire set, which happened at the burnt out property on Junction of Moy Road and Inverness Place. The owner of 79 Donald Street runs the 2Let2 company. His own contractors have said: "it could be years before he gets round to finishing this property." That's not acceptable to council tax payers in the street and my neighbours are concerned how this property is becoming a dumping ground and ongoing nuisance. Please take the necessary enforcement action to get the site cleaned up and the building works completed. Thank you.
