Hedge dangerously overhanging footpath

The hedge opposite the thatch cottage is dangerously overgrown and needs to be cut. I have a buggy and am finding it increasingly difficult to use this pavement as the hedge has reduced the width to less than half of what it should be.
It is also a hawthorn hedge so it’s thorny and sharp if you brush against it. It’s only a matter of time before my son’s face is scratched as we try to get past.
