Seagulls nesting

Sent to Hampshire County Council and Havant Borough Council less than a minute later. FixMyStreet ref: 3681479.

I live in a flat here, have done for 3 years. Guinness have promised to deter the gulls from nesting on all the rooftops but haven't. They squawk relentlessly all day and this year, all night too. They are directly opposite my bedroom window, the noise is horrendous, ear plugs don't block the noise. I feel ill from lack of sleep . Herring Gulls are beccoming a problem all over the country.
