Van parked everyday across 3 spaces for flats

A white transit van people carrier is parked across 3 spaces for the residents parking of Flats 15A-F walbrook Avenue and has been doing so for a long time. This vehicle is blocking 3 spaces everyday and also ruining the grass/hedge area around by driving over it to get into spaces. The owner of this van appears to use it to transport people every early morning and early evening and the van is there all other times. The owner arrives everyday to pick up the van and does not live in the flats and arrives by car a grey Skoda and parks opposite. This is not fair on residents as parking is limited and to take up so much with a vehicle that is not a residents cannot be right.
