Vehicle constantly blocking footpath

This vehicle parks here, 38 badgers oak, on a daily basis, sometimes multiple times a day. Pedestrians have to go round via the road, with vehicles unsighted coming into the close this is a very dangerous situation. There is always a vehicle parked on the road opposite (also belongs to the same house) and often this vehicle is parked in a way that would prevent emergancy vehciles from getting through as well as the difficulty is poses to other road users in general, again traffic coming into the road are unsighted due to the bend and there will be an accident at some point. This happens daily, and has been going on for at least 3-4 weeks. The driver has been spoken to and asked not to park there.
