Footpath completely covered in stones off the driveway from Oaklea house nursery

Footpath is supposed to be tarmac, it is supposed to be clear yet the nursery car park which is stone completely covers the path and spills out onto the A30, they do a token sweep every few months but it’s not the answer, this is dangerous for the elderly underfoot, kids walk to school and not good for push chairs
