Resident cars parking completely blocking pavement

A couple of houses here have taken to parking very large vehicles on the private land outside of their houses, but the cars are too big and overhang completely blocking the pavement, there is not enough space for a pram or wheelchair to pass. There are a couple of land rover/range rovers and another large vehicle at a neighbouring property. Pedestrians have to walk on road to get past them.
