To ascertain if the blocked drain is affecting other properties IE slow flow And ongoing stench

Gross negligence is a heightened degree of negligence representing an extreme departure from the ordinary standard of care. Falling between intent to do wrongful harm and ordinary negligence, gross negligence is defined as willful, wanton, and reckless conduct affecting the life or property or another - I believe that in 2018 the public services department was given opportunity to put it right
Made us COMPLAIN and all the organisation are retaliating against witnesses

The local authority have terrible time struggling with waste management issues These are the people responsible for cleaning up the grafitti vandalism so maybe some bits are cleaned And actually it just reappears So it's called repetitive vandalism which is lawlessness
So we did speak to one of health and safety people and said maybe get cigarette butt bin for people who do want to smoke That have a right to smoke They stand up for their rights
(Though smoking is biggest preventable cause of death pre COVID)
