Over grown

Hi, there is some brambles, and very long grass over grown at the back of 16/ 17, about to grow over the wall. And also along the fence in the sidings, that runs the over side of the railway.

    All over grown, its behind my elderly parents home, which they have lived there for 33 years, and maintance used to to be done which all the grass cutting etc, nows its all over grown and haven't seen anyone and it hasn't been done gor a long time, it's bramble Bush growing up and over the wall into there garden and it's very sharp to touch, please could this be looked at, and sorted please. Many thanks.
