This vehicle was parked with all four wheels on the pathway directly outside “The Porch” on Windsor Street. It barely left any room for a pedestrian to safely pass as to do so would have resulted in contacting the hanging basket on the shop. If a wheelchair user/ mobility scooter was to try to pass, they would have had to go on the road to avoid the vehicle.
