Persistent flooding as drain is blocked

The road under this bridge has flood water sitting there even after several dry days. Or rainy days the road floods and traffic can only travel in one direction at a time. Despite reports before and drain clearance, the problem keeps coming back- maybe because sediment from the nearby car washing business blocks the drains? It certain. In pics you will also see degradation of the concrete on the sidewalls- is this ok?
