Trip hazard... Raised drain covers

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 3607730.
This has been reported a few times. In November last year I was queuing behind a lady who fell over the one outside the Post Office. The other is outside the shop next door. It's been an exceptionally long time to fix something so dangerous! Is the Responsible Dept waiting for some broken bones before they fix them?!

The sides of these drains have been poorly cemented in an attempt to make them a non trip problem but this has failed as both drains are raised when they need levelling. One outside the shop still has a sharp rise one side. I do hope this is " a temporary fix" as it is not satisfactory & has not solved the problem at all. Its a disgusting failure!
