Vehicle parked on pavement against overgrown hedge

This is a regular occurrence the vehicle is parked on the pavement and the hedge is grown half way according the pavement making it impossible to walk or get a mobility scooter or pram/ push chair past. Anyone wishing to past must go into centre of the road.
