Repair tarmac hasn't hardened

Sent to Oxfordshire County Council less than a minute later. FixMyStreet ref: 3605713.

The recently installed BT inspection cover on the pavement outside no53 White Horse Crescent was patched in with tarmac which never set hard. There are several similar instances of this all around Grove, see other people's reports.
