No cycling path

Hello, Sorry if I’m in the wrong place. Why there is no cycling path on the A41 in Bicester, between Gravenhill and Oxford road (Tesco superstore in Lakeview drive. The road is big enough that would fit a dual carriageway for bike. As is now, people as to go through Bicester village make the route unnecessarily long.
