Cycle rack needs fixing in place

Sent to Oxford City Council less than a minute later. FixMyStreet ref: 3587200.

The metal cycle rack (Sheffield stand) outside 252 Cowley Road isn't fixed securely in the ground. I think some of the others on this stretch of pavement are also coming loose.
