Bin fire

Sent to Fareham Borough Council and Hampshire County Council less than a minute later. FixMyStreet ref: 3541753.

I saw 5 youths put something in the bin, it started smoking as the black bag set alight. I challenged them and they ran away. I live close by so got some water and put the fire out.
