One way Planter hit/blocking cycle lane

Sent to Bromley Council less than a minute later. FixMyStreet ref: 3528742.
I'm not too sure how this has happened (I assume it's deliberate at this point), but someone has managed to move the one-way planter sign completely out of position and its now completely blocking the cycle lane and is up against the pavement. There doesn't appear to be any damage so I someone is pushing it out of position on purpose? The metal fixtures in the road are now exposed and could be dangerous.

Cyclists are now forced to go into head on traffic, on the wrong side of the road, to get around the planter.

I would add that the bit of road that cyclists now have to divert into has metal brackets sticking up which could cause a crash or serious injury if fallen on.

I cycled passed this planter this morning (19/5/22) and it was still blocking the cycle lane for a third day. This lane had already been made more dangerous to use with the removal of the reflective bollards along this stretch of Albemarle Rd.

Dear Bromley Council, I was sent an email today telling me that the cycle path planter blockage issue on Albemarle road had been resolved. Given that it has not been removed - only had yellow barriers placed around it - how is this 'resolved'? Is this how Bromley Council treats cyclists?

Please accept my apologies. The contractor has had instructionsto return and reset the planter in the correct position. Traffic Department still wants this planter retained.

This picture was taken last week and I passed the planter this morning (20/6/22) and it was just the same - out of position. Surely a road sign not in it's intended position is illegal. Either way, this issue is clearly NOT FIXED.
