Potentially illegal advertising signs?

A letting agency has erected advertising boards on the entrance to Chipping Norton. They are around the size of a property 'for sale' sign, and mounted on wooden posts hammered into the ground. This one in particular is on the verge between the road and footpath on the Banbury Road, opposite the entrance to Cromwell Business Park, and appeared in the last 24 hours. I'm not sure whether this is illegal but it's certainly not pretty and may be a safety hazard on a road where the 40 and 30 limits are generally ignored. Can you let me know if it IS illegal? Thanks.
