Barriers for broken wall above

This has been a problem for 6 months now!? Reported broken wall in December. Barriers put up before big storms in February and those have been scattered over the path below ever since? Apart from looking unsightly, they are more of a hazard than the broken wall itself which also hasn't been fixed so anyone could fall here as the wall is at least 3 feet above the pavement below. I would now class this from urgent to very, very urgent!
