Traffic lights do not change when my bicycle waits at red light

Sent to Leeds City Council less than a minute later. FixMyStreet ref: 3491064.

I think these lights must be fitted with a metal detecting sensor. If I wait at them on my bicycle and there are no cars waiting, then they do not change from red. Almost as soon as a car pulls up they change.

Updates

To be clear, a car does not always pull up. If there are no cars I end up having to turn around and find an alternate route.
