The people who live at number 12 and number 26 St. Marks Ave are regularly dumping left over food scraps onto the streets for the seagulls to eat. The seagulls flock in a great number and can be quite intimidating, and they are also making a mess of the cars parked in the street. I also worry that this littering of food is also going to encourage other vermin such as rats. I presume this is illegal as they are littering, what can be done about it?
