Bins kept permanently on public path

Sent to East Hertfordshire District Council and Hertfordshire County Council less than a minute later. FixMyStreet ref: 3486201.

These bins are left here permanently on a public pathway rather than on the owner’s property. This has been the case for over a year. I have reported this issue before but the owner’s continue to ignore the council’s stickers previously used telling them to keep the bins within their own boundary. They are in pedestrians way and a safety hazard as they are left next to surrounding gardens.
