Debris in carriageway

There have been works completed off the carriageway to remove trees. The contractors have left the road in an unsafe state and new serving notice to clean up. It is a narrow Lane which is narrowed further by stones and mud. It has been like it a number of months. I have previously reported but no action taken by Lcc. A Notice to Remove a Thing so Deposited on the Highway to be a Nuisance, Highways Act 1980 Section 149 needs serving. I will not be fobbed off with this request. There is also a water leak at the same location.
