Overgrown brambles into the pathway

For a stretch of about 20 feet there are brambles and vegitation overgrowing into the pavement making you have to walk in the road to not get snagged. Dangerous fast traffic wiz along this stretch of road. Can this be cut back and removed and the build up of leaves and vegetation on the pavement removed please.
