Street light still not working (even after "repair")

Street light 19 location as indicated in photos still not working after yet another email to say the problem has been fixed. It has not been fixed, it's been broken over 2 years and reported multiple times. Please fix it and stop closing it as "fixed" when nothing has been repaired.
