Inconsiderate parking

The transit type van was parked up and the driver got out and went into the barbershop over the road for approx 40 minutes. The transit was parked off road very close to a wall so that pedestrians had to walk single file past it. This happens on a regular basis and especially on Friday evenings from 5pm. The same applies to the Audi. I have Cctv footage of this and lots more.
