Blue bin with rubbish left on pavement

The residents in thie council flats have left rubbish in the blue recycle bin so it hasnt been collected. They have also left the lid open (stood in front chatting it without bothering to shut the lid) and it's a windy day. So shortly there will be trash all over the road and on my driveway. Also, the bins have been lefton the pavement again, blocking walkers who have to step onto the road where cars turn. Please fix.
