Old bin always tipped over, too small

On the footpath between Whimbrel Close and The Bramblings, there's a single bin that isn't actually attached to the metal post, so more often than not it is tipped over with rubbish going all across the path. This bin is always very full too. I have seen that the rest of the area has gotten new big round black bins - it would be ideal if this could be changed to one of those. Additionally, a lot of the waste in that bin is dog poo bags. Adding a dog poo bin there would be very helpful too.

    There's always bags of picked up rubbish that's been overflowing / blown around the area from this bin being so flimsy.
