My neighbors leave their food cages on the shop's roof

Hello. I want to report my neighbours in flat 63 or 65. I am not sure who exactly does this mess. Someone has been decided to throw away cages after the food delivery. As you can see from the picture, they choose to throw them exactly on the roof of the shop beneath the flats. Sometimes you can even see unwanted vegetables around the cages. I suppose that the wind has blown them away in the last few days. I live on Westlands Drive, just above a line of shops. I believe nobody has the right to beave in this inappropriate way.
