Parking problem

There is a problem with people parking at the end of the road ( gateley gardens) half on the pavement. Blocking access for people that live down here. I have scratched my car multiple times, neighbours have had to leave their cars parked elsewhere because they fear damaging it trying to get through. I think the solution would to be putting wooden posts to stop people parking there. If emergency services needed to get access down the road 90% of the time they wouldn’t fit down there. Neighbours have complained to the people doing it multiple times as so have i myself however they shrug it off and keep doing it.
