Bird Scarer too close to public bridleway

Sent to East Hertfordshire District Council and Hertfordshire County Council 3 minutes later. FixMyStreet ref: 329858.

Rode along this bridleway yesterday and the local farmer has positioned a bird scarer literally behind a row of trees and it went off causing my horse to bolt. I was lucky to stay on and without injury. These scarers are often positioned very close to the bridleway and local riders often have problems. Can someone please ask the farmer to be more mindful of where he positions them
