Overgrowing Trees at the rear of 35 & 36 Delfcroft

There are a number of conifer type trees which are on east herts council owned land and back onto the rear gardens of 35 and 36 Delfcroft, SG120BH. The trees are not being maintained regularly / at all and are now very tall and a number of branches are now overhanging our gardens by upto 10 feet and reducing natural daylight etc. Therefore can the trees either be trimmed down to a more reasonable height and branches also reduced in size or replaced with something that is more easier to maintain whilst providing privacy from the area behind i.e. confier type hedge .
