Parking in a turning circle

The street is very narrow and this means it has a turning circle at the end of the road however people park there all the time leaving the turning circle very difficult to use. On a separate issue, people often double park (park on both sides of the road, opposite each other) which makes it impossible for larger vehicles in particular to get through. I often have seen trades vehicles have to ask people to move their cars in order to pass. This is not great if you need to get an emergency vehicle through. Perhaps it should be parking on one side of the street only?

Both issues have been going on for 5+ years but it's getting worse as people get bigger households and own more cars. This is on Farleigh avenue.
