Cars always parked completely on pavement

Blind corner. Cars always (for at least the past year) parked completely over the pavement meaning pedestrians have to walk on the road. I often walk this way with a buggy and a young child. There are usually two or three cars parked completely on the pavement meaning I wouldn't be able to get past even if I didn't have a buggy. It means I have to cross the road, to walk around the corner and then cross straight back to turn left towards the station. We were driving down the road tonight and a pedestrian was walking in the road, presumably walking around the cars. It was dark and he was difficult to see. It's a danger.
