Alley Fly Tipping

The alleyway behind Hawthorne Avenue (the odd numbered side of the road), is a cause of great concern. It has not only become a graffiti area, but is a fly tipping hotspot.
The alleyway is divided into two with a gate in the middle, however the latest fly tipping of tree cuttings has blocked the entrance to the gate and to the garages. (see attached photograph)
Also, next to the alleyway is an open space for other garages (seperate to the Hawthorne Avenue alleyway). However there is a large mountain of waste that has grown over time. Underneath the weeds is broken glass, fly tipping and garden waste, and this is now blocking the entrance to the garages on the alleyway to Hawthorne Avenue.
Would it be possible to find out who owns the land next to the alleyway and have it cleared?
Also could you please advice if the alleyway for Hawthorne Avenue can be cleared?
