Garden waste bins not emptied

Yesterday, Friday 8th my neighbour and myself put our Garden waste bins out in the usual spot . My neighbour walks almost the whole length of The Close to save the men having to walk so far his. Although the truck was parked at the end of The Close and our bins in a position that could be clearly seen by the driver and the operative who was collecting, they simply drove off and left our bins unemptied. Last week one of our bins was left in the main part of Fairdown Close (not in our cul-de-sac) and the traffic was having to drive round it. The week before green bin was placed deliberately over the bird's food I had put down when there is atleast another 100 yds either end where it could have been placed. Also instead of tipping the Household waste bin to empty it properly I saw the operative delving head first into the bin, reaching as much as he could and leaving the rest of the rubbish in the bottom of the bin. I always bag the waste up where possible and bring the bins down the road as far as possible to try to help but I have reached the conclusion that all these things are being done deliberately to antagonise. Why? I don't know
