Parking on a public foot path

This car keeps on parking on the public footpath which prevents people from walking on the path they have to go on the road to get around the car this car in the picture keeps in parking there day and night I even see wheelchair users going in the road. look in the picture would u be happy if u are a wheel chair user I would be thanks for all your help
