Paying for an outside agency

The local residence of Westfield are paying for an outside agency to "maintain" a extremely small area of our estate. This company is using this money to support its own agency rather than maintain the properties. As 99% of all houses in Westfield are privately owned we as an community paying council tax feel that the local government should take over responsibility of our all our communal areas. As South West Water has taken responsibility of our drainage and sewage(not on our properties) the local should take responsibility for the all other communal areas including walls and street lighting.

We want to only pay council tax and not have to pay another company for the right to own our own homes and to exist, its not fair we should be charged twice for the service others only pay for once.
