Pavement parking

Persistent pavement parking outside the Mercedes dealership (normally by employees) often forcing pedestrians to walk in the road or through the muddy grass verges. Is this not in clear contravention of Highway Code Rule 244?. The General Manager of the dealership has been contacted but has failed to deal effectively with the issue despite there being no apparent shortage of parking on site. There is additionally a dropped kerb for wheelchar users etc. close to the dealership entrance which is also invariably obstructed (contravening Highway Code Rule 243).
