Water, now solid sheet of ice on footway!

I live at 3a, Northwood Road, Whitstable. There is Spring Water in my front garden and it flows over the pavement. I have contacted you before. The reference number that I was given is 602357. I warned about the possibility of the water freezing and the danger it may impose on passers by. This morning the area was like an ice rink. I was offered sand bags and salt to solve (!) the problem. Please supply these asap before someone slips and breaks an arm or leg. Thanking you in anticipation. I am going away tomorrow, and would very much appreciate some being delivered today if possible.
