Sent to South Oxfordshire District Council less than a minute later. FixMyStreet ref: 3188250.

I reported this on Fix My Street and it was misdirected to Biffa, who replied that mud deposited by contractors on the highway should be reported to Oxfrodshire Highways. That address was inaccessible and gave Fix My Street as an alternative. Rather than going round in more curcles, please can this be directed to Highways, not Biffa. Thanks.
