Why do they do it?

Reported via desktop in the Other (non-highways) category anonymously at 09:31, Fri 17 December 2021

Sent to Hampshire County Council and Winchester City Council less than a minute later. FixMyStreet ref: 3185353.

We always put our bins as far down the road as possible to save the bin collectors time. Nearly always they wheel them to the end of the Close and leave them there so that we have to go and search for them. This morning whoever emptied our bin noticed that I had put out, in the single track road, some seed for the birds. So, instead of leaving the bin yards away as usual, he brought it right up the road and placed it on top of the bird food I had put out. Our Close is approx 200 yards long and yet this person saw fit to plonk the bin on top of the bird food which I have to put in the road because we have a half a dozen cats prowling around the garden. (NOT OURS). In future I shall leave the bin at the end of The Close and they can walk up and get it.
