Litter bin over spilling

Sent to Cherwell District Council less than a minute later. FixMyStreet ref: 3184759.

This bin and one in front of Woodlands are both over spilling. They have been like that for at least 2 days that I know of. This morning a fox or cat had been in and litter was all around the monument but when I drove passed at 3.15pm this had been tidied into a plastic bag and once again left by the bin.
