Bin in playground not being emptied and used for dog foul

The bin in the playground near Bullers Street seems not to have been emptied for ages. There are bags and bags of dog foul over the bin and actually in the children's playground!

Can this be employed and a dedicated dog foul bin be fitted somewhere in this area so people aren't using it for dog foul. It's gross.
