In the residents car park by the park

The vehicle has been abandoned for over a year taking up a residents designated parking space, the owner does not live in the area. Several people have been contacted & the issue hasn’t been resolved. The vehicle has left two oil marks on spaces due to using a previous space before being abandoned. I believe it has nearly two flat tyres, rusting away. It is becoming a hazard with it being close to the park and children playing within the area. It needs to be cleared up.
